We Are Windsor – Bryan St. Amant Letter

RE: Testimony for the Record Legislative Hearing on H.R. 2538 June 17, 2015

Dear Chairman Young, Ranking Member Ruiz, and Members of the Subcommittee:

I’m writing as a citizen of Windsor, California to urge that you reject proposed H.R. 2538. because it was hastily crafted and rushed before you without significant input from a local community deeply concerned about this legislation. Our concerns include:

> Closed door negotiations used to bargain away local community rights
> Bait-and-switch tactics: proposal starting at 50 acres for homes became 500+ acres for community center, winery & resort.
> Unnecessary and arbitrary land use policy – this is not a sacred or ancestral site & the Lyttons have other legal options build community housing.
> Degrades voter-approved rural character of our local area…the reason we all moved here
> Have you heard about our local drought?

At the very least, I urge you to postpone your consideration of this proposal until the Town of Windsor has conducted a promised election on the deal codified by H.R. 2538.

For decades the development proposed by this legislation has been prohibited by our voter-approved growth plan. Unless there is some urgency that overrides due process in this matter, please let our local citizens have a chance to discuss this issue and hold a vote before you act.
